That thing is a later production version of the original Chevy / GMC Step Vans of the late 1940s. The heavier GVW versions like that one were replaced with the Step Van King for 1968. Another thing, cars and trucks used the road draft tube for crankcase venting as late as 1962, but starting in the 1940s the PCV system was introduced on those vans.
Divco vans, man I remember Royal Oak Dairy operating those things through 1979 in Ancaster. They used both foot and hand controls in case you wanted to drive standing up. If anyone remembers The Hudson Brothers Razzle Dazzle Show from around 1975, they had a Divco with psychedellic paint on it. I was surprised that it showed up for sale in the early 2000s in Pickering, Ontario as a neglected stage prop.
