The heat riser should be able to move freely by hand. If it is seized you can try tapping it a little with a punch and hammer to try and get it to start moving. You have to use a certain type of penetrating  fluid not an oil base and try to lube it. If it is stuck in the open position you are ok to drive it but if it is stuck in the closed position you will run into heating problems.

Be careful you don't break anything hammering on the lever part!.
Heat the flange nuts, drop the y-pipe and 'adjust' the actual flap part from inside the manifold..

Yes that is the correct way to do if you have torches and ramps to get the car high enough to work on. I have had a little luck getting heat riser valves unstuck without taking the y pipe off. The worst one was on my dad's 47 Plymouth. The valvr was so stuck I had to rake the manifold off and do it in a vise. The heat eiser for that car was over $130.oo US plus shipping.

Got some INFLAMABLE Liquid wrench
Letting it work a bit
Ill tap it with a light finish nail hammer in a bit

If it does not cooperate, next step is to get the torch out n drop

Ill keep CP posted
Thanks all

Chrysler used to have a great manifold h/riser fluid. I've cut the 'flapper" out on some of my cars & left the shaft in so you don't get any leaks. Just drop the pipe & torch out the butterfly & be done with it. No more restricksion in the manifold or over heating the cross over in intake!!!!!!!!!

I got the flapper to move in the right position
Im just wondering if the butterfly moved with it?

My guess, is the inside is still stuck but i just moved the outside
seems like it runs better in driveway
Will be roadworthy monday, will take it to have it torched out then

Thanks all
