BC DMV VIN Search

So I have a BC car with no papers and no information, how does one do a search for previous owners? or more importantly, the most recently registered owner? ICBC has been less then helpful because of the privacy act, essentially they tell me only the registered owner can do a search to find out who the current owner is, which doesn't make sense.
