I am sending my 62' Pontiac Strato Chief in for some new paint and want to remove some of the chrome to save some bucks. The chrome on top of the front fenders and script on the sides appears to be held on with small nuts. Do these nuts unscrew or are they a speed nut thing that needs a special tool?
Spray them with a thread penetrant, let them sit for a while, give them another spray, and then turn the nuts off slowly and evenly with a deep socket. Good luck.

If I'm not mistaken, think the scripts are held in place with barrell clips, and the spears are held down with nuts. My 61 parisieene scripts push into barrell clips, at least thats what I call them.

If they are clips (I think I know the ones you are talking about) they are not fun!
