The W9 means it was or is a 261 inline six cylinder motor. That much i do know. Hope someone here can help you out with the rest of the deciphering. Cheers. George

The 8 stands for 1958. 7741 means its a 2 door sedan Laurentian series. The numbers 00928 is the sequential build number which is quite low so car was most likely built in late 1957. As George mentioned the letter W 9102775 means its a 261 six cylinder and the numbers means sequential build from engine plant.  As these engines where used in Canadian Pontiacs from 1955 to 1962 a large number of them were produced.  Any 1958 Pontiac built in Canada could have had a six engine even the higher priced Parisienne's.  My Parisienne sport coupe was built with a six and its still going strong! Bob.
