Thats a shim to ensure the starter gear engages correctly with the ring gear. It would be installed between the starter and engine block if required for correct engagement.

Did the starter not come with instructions on how to measure the correct starter drive depth in the flywheel?

A lot of the guys will just bolt er' up, get lucky and go with it.

On the other hand, if it's too tight, your flywheel or flexplate ring gear along with the drive and starter itself will suffer premature wear and probably early failure.

There is plenty of great tutorials on line for this, I just usually use a standard paper clip wire in the mesh gap, go/no go.
