What is the breakdown as to what years got the paint and not? 

Anyone know? It was 100% the same Canadian cap with "Pontiac" script.

 I'm sure they all had paint, but it often fades.   People seem to give them a scrubbing with steel wool and it takes the paint off.  Then a real buffing to a bright shine.

It reminds me of my old 57 Chevy.  The original hubcaps also had black paint on them, and it also fades.   Same thing, take the paint off with steel wool and buff to a bright shine.
