54 Chieftain feeling the bumps

Hi guys, I've got a 54 Chieftain and I just dont get a nice float going down the road.  Shocks seem strong. Push down on the car and it doesnt bounce just comes back up. It has rack and pinion steering with coil springs in the front and I believe the original leafs in the back. Maybe its time to replace the leafs?? Any suggestions?
