inner fenders

Anyone have any tips on getting inner fenders put in place without marking up the fenders and frame on my 1970 GTO?? I got a buddy to weld a front piece of metal on the front and I want to test fit before primer and paint on the inners. I got the front half in , but the back half is the problem.
There's no motor or brake parts......just the frame in the way

I've talked to a guy that says you can put in the inners by taking off the bottom fender bolts and pulling the bottom away and fitting in the inner and  another guy told me you have to take the fender off and then put the inner on. Who's right???

If you want all the bolts to line up nice you need to remove the fender. It will be a fight to put it in the other way. It can be done. Just keep track of the shims.
