I would say yours was dealer installed or serviced installed on the 69. My 69 owners manual still shows to use GM Optikleen . So it must have been available over the counter. I am sure the bracket was available to install your self or when serviced.
40 years ago, I started buying "A" body vehicles...13 vehicle summary, by year:
- two 1965 Chevelle, 2 door post car with original paint & my S/S car purchased from the original owner / got both unmolested
- one 1966 Beaumont Custom hardtop, with original Danube blue paint / unmolested
- ten 1967 Beaumont's (9 Custom model plus a S/D)...again one hardtop was an original paint survivor / unmolested
^^^^ Both my 1965's had the glass bottle / all my 1966-'67 cars came with plastic jug only.
