In the first and last photos there is one car with White steel wheels and all other cars in view have Black steel wheels, Why is this?

Is that a Caprice? I wonder if Caprices had body coloured wheels, rest had black? Just a guess.

I was thinking that cars getting Poverty Caps were body coloured  BUT that makes no sense on the car pictured since it is either a Caprice or Impala Custom. Just one of those interesting thinks we find from factory photos.

Same thought I had but if anything, that blue sedan back there is the most likely candidate for povertys.

Cool 67 woody wagon back there. I had missed that until I blew up the pic to look at the 69 sedan wheels (and by the way, I think they might be blue)

I would think the same way as Ray. That got me thinking; I had scanned a 1966 Chevy Assembly line picture out of the family's old 1971 Encyclopedia Britannica. The Caprices (some of them) had body coloured wheels. I don't this picture has been posted online before, so here it is:

I would be more inclined myself to believe that body coloured rims would get small hub caps (Biscayne, Bel Air) and black rims would get full wheel covers (Impala, Caprice). That 69 Impala with the white rims just tells me that they might have been out of black rims at the time.
