When I bought the firewall heater delete plates for the 70 Parisienne the vendor (who's a reputable guy) thought they'd come from a Hawaiian car.

Are you talking about a heater core engine compartment delete plate?

 Yes, plus a round delete plate for the fan, it's hidden in behind the fender.

Wouldn't be Hawaii since US law mandated heater, defroster from 67 on. But cars bound for places like Vietnam, Australia, Caribbean etc may still have been able to be shipped with delete options like that. I've seen a few GTO overseas invoices shipped from 69-70 with seat belt delete as an example.

 Might have been from a 65 or 66.
