If it's a local car expect it to need everything. However, being a convertible it may have been stored some winters. Hopefully this is the case and it has been indoors for a few years. Outside storage is almost as bad as driving on salt roads in the winter. I'm about 2km from the ocean and if the winds are blowing from the south I can smell the salt air when I walk out the door. A few months ago my wife and I noticed we couldn't hear our wind chime. I checked it and found the chain with the "chime" portion had rusted and fallen away from the body! Yep, good ol salt air...

Might be alright, but from my experience the flat black rocker panels are a bad sign - usually means rot covered up with poor bodywork.

You never know until you look at it, but for $17K I would be expecting no rust at all, given that it looks like it needs paint, interior and top for starters...
