I don't venture guesses on value, but they're pretty expensive to fix right once they're that rusted. Your choices at that point would be "fill it with bondo and drive it a couple of years" or "tear it apart and sink $15K of rust repair before you even paint it".

If it were me I'd do the former. I'd wire wheel the rot out, pack it with filler, and get Maaco $750 paint job. It'll bubble in a year or less but you've got a fun big block cruiser in the color of your choice in the meantime.

I mean I literally bought NOS spark plugs for mine yesterday, but I won't drive it for 5 years I bet. Not every car has to do hard time in paint jail to get back on the road again.

If I bought the car I'd be tempted to do the body work myself. The hardest part would be obtaining the panels. Did anyone ever determine if US quarter panels were the same as Canadian? I can't stand owning a car full of bondo.

According to our member, North (whom I believe is in the best position to determine this), the Catalina panels work with Canadian cars.

The bonneville-Executive Quarters are different, there is an extra 3" of length before the wheel opening and another 3" added after the wheel opening. The Canadian and Catalina-Ventura quarters are the same.

However if all you really want is to do the wheel opening the Bonneville quarters can be used as the wheel opening area is identical.

Attached is the tire chart with RPO # as they apply to the full-size 1969 Chevrolet (& Canadian Pontiac). Note that dual white stripe tires were Caprice (& Grande Parisienne) only. No radials were offered.

1970 models switched to fiberglass belted bias-belted ply tires and dual white stripes were available on all 78-series tires. For 1970 they were all 15". 1970 was also the last year they offered 70-series red or white stripe bias ply tires. 70-series would come back in radial form by the 1975 models.

Dual stripe tires must have been pretty fancy if they were Grande Parisienne only! I've got the P91 15" redstripe option on rallys myself, I think that's about the best option for a red sports-oriented car.

Any confusion I had about radials above stemmed from the "PR" where I thought R might be radial, and "HWY" which I thought might accompany it.  But it looks like not!
