soooo....how does the well liner attach to the top of the rear seat panel? Obviously screws in but do the screws go through the velcro (for attaching the parade boot to)? Thanks.

On my 70 2+2 convertible, yes the screws go through the velcro (the velcro is stuck to a thin rubber strap), the well liner, then into the top of the bulkhead.
Yes, seventy2plus2 is correct. On my 1964 Parisienne Custom Sport convertible there are small plastic pins that push through the fabric from the seat side and then through the holes.
