Interior rust on roof panel, how would you treat it?

Pulled the remains of the headliner and insulation out of the 65 today. Seat stuffing mouse hotel up inside. Nasty...wore a mask.

What would be the best way to treat this rust (it's not near as bad as it looks)? POR or some kind of rust remover, before installing some kind of dynamat type insulation?

Oh my! I would vote for POR 15 Do you have a spray gun. My undercarrraige was sandblasted then sprayed with POR 15. I think they diluted the POR 15 so that it could be sprayed Sandblast an interior not recommended.

Keep in mind you need to keep a bit of the rust for POR to stick. I'd take a wire wheel to it , wipe it down with something like POR's metal prep and then apply the POR.

yep bleach and let it sit a day then wire wheel the bleach is corrosive so will help with removing the rust and yet do its job on killing the bad stuff

I'm in the POR 15 camp. I think the prep per Todd above sounds great, but I have always been amazed by POR15. The stuff is not cheap, but has always performed as advertised.

Be sure to Suite up as the Por 15 sticks to everything!!  If it gets on your hands it takes about a month to wear off.
