The couldn't take the car because Toyota would not give them a letter that the car complied to US regulations, nothing to do with insurance.

Seems weird, why do they need to import the car, keep Quebec plates and insurance on it?

In past years, our Canadian specs were almost always identical to US specs, for a while our bumper standard was stronger than the US. CTV should have asked whats deficient about a Cdn Prius compared to the US car. If you ask a negative question, Toyota may be forced to say something in detail or explain why Canadian cars are built to a lesser quality.

From what I gathered they are moving to Florida permanently so the car would have to be insured in Florida and the insurance company won't touch it without proof it complies with US safety standards.

To shed some light on compliance issue. There is a website ( the name escapes me now) that tells you what the compliance standards are for each State. I found out about it after I imported my 99 Corvette from Michigan. Each state has its own compliance standards...
For I believe a 2004-06 Corvette, to import it to Ontario, there were only 2 States at the time (10+years ago) that you could import a car from. One was NY state and the other was Nevada. The needed compliance, to conform to Canadian standards, was a piece of foam, about 1/8" thick that was placed between the outer front bumper facia and the inner form.
The piece was available from GM Canada (can't remember the price for what it was...crazy) but to install it entailed removing the complete from bumper and surround. Cost prohibitive.
This made the bumper 7MPH instead of 5MPH compliance....
The car had to be taken to Canadian Tire, they were one of very few, shops that could check for the Canadian standards. Some of the issues, like daytime running lights, could be changed by accessing the computer at a dealership...

I had to take my ATC trailer to Canadian Tire when I imported it. Paid them to walk around it and check my lights.
