Police vehicle "Grappler" to stop vehicles


I'd never heard of this until I saw a video just now showing one being used. I can't figure out exactly how it snags the back tire/wheel though.

Police vehicle


The momentum of the tire pulls it around itself. The police vehicle basically shoves it around the back of the offenders tire and it gets pulled around it, and the whole thing is anchored to the police vehicle. They just gotta catch em first!
