There's a spring underneath it. I wonder if that spring is broken or weak maybe?

I pulled a newer carb apart to try and steal that spring and pump assembly and the spring and the assembly came out easily when I checked the one in my car that newer style is too small and my spring seemed strong but also seemed like it was set in place I didnt want to yank or screw it up by pulling too hard

but it seemed strong

just stickshalfway up the upstroke

My experience has been the rubber cup swells and causes binding. I have had this happen a couple times to me. I have changed the rubber cup and that fixes it.

 I've seen the same. Cup dries out, hardens or swells.

ETHANOL

WILL DO IT.

I HAD PUMP CUP THAT WAS SAID TO BE 15 % ETHANOL FREE BUT STILL WOULD SWELL UP.

FOUND AN ORIGINAL LEATHER PUMP , PROBLEM SOLVED.

SHELL HIGH TEST  I WAS TOLD HAS NO ETHANOL IN IT. ( WE HAVE SHELL IN TOWN HERE)

I was able to order the rubber cup from NAPA

They had one in Alberta

Now I hope its good quality (for todays gas)

And I hope its the right size (21/32)

with the garter spring

Anyone have an original leather part they would part with?

That sounds like the best fix

ah, the ongoing ethanol fiasco...

Officially, Shell and Esso do not have ethanol in their premium gas;
But they do have a few stations that have it nation wide - I think Shell has one station in northern Alberta that has it.
I generally stick to Shell and Esso for just this reason - and when filling at a "new" station, I look before pumping, because it's supposed to be displayed.

Petro-Can has it in all of their gas... or at least I have been lead to believe that they do not have a fuel type that is purported to be ethanol-free...

IIRC there are probably three different styles of Quadrajet accelerator pumps;
I have personally had these in had which had wear that would cause binding even outside of the carburetor.
Best to buy a kit for that precise application number, just to pirate the accelerator pump out of it.
I believe NAPA has these kits for a reasonable price.
