Can the standard B Body bench seat track be taken apart?

I'd like to pull my 65 seat tracks apart for a light cleanup and paint. ? I'm assuming that drilling out what appears to be a stop rivet (yellow circle) will allow the top slide off the base? My worry is there some kind of spring or mechanism that will go flying. Has Anyone done this?
